I do hope you get to track him down. However, note that he himself may not be located in WA: it may simply be where his ISP is located. Sure, they should be able to tell who was assigned this IP at the given time, assuming it’s dynamic. (If it’s static, it makes your job easier).
However, all that assumes that he did this from home or work. But if he’s seriously after you, he may have gone out of his way to do it from a public Internet kiosk, or a library, or some other public place where he couldn’t be tracked. I’m glad that you are well armed and prepared to take him on. Don’t assume that he’s stupid just because you got an IP: it could be any IP.
